As this issue of POLICE arrives in your mailbox, Barack Obama is preparing to become the 44th President of the United States. And if you assembled the other 43 men who have held the office and asked them to give him advice, they would tell him that regardless of what your goal was when you ran for president or the positions of your platform, events shape the presidency more than the presidency shapes events.
Case in point: George W. Bush. The much despised departing President Bush came into office with the goal of healing the divide between Democrats and Republicans and uniting the country. He leaves office with the country more divided than ever.
Such are the perils of the office.
No one knows how Obama’s presidency will play out. The only thing we do know is what he has said that he plans to do in the next four years. The following is an examination of what he’s said about issues near and dear to American law enforcement and commentary from leading law enforcement experts on how it will affect you.

From DrudgeReport.com
A leading Russian political analyst has said the economic turmoil in the United States has confirmed his long-held view that the country is heading for collapse, and will divide into separate parts.
Professor Igor Panarin said in an interview with the respected daily IZVESTIA published on Monday: “The dollar is not secured by anything. The country’s foreign debt has grown like an avalanche, even though in the early 1980s there was no debt. By 1998, when I first made my prediction, it had exceeded $2 trillion. Now it is more than 11 trillion. This is a pyramid that can only collapse.”
The paper said Panarin’s dire predictions for the U.S. economy, initially made at an international conference in Australia 10 years ago at a time when the economy appeared strong, have been given more credence by this year’s events.

WASHINGTON — U.S. military forces have used secret authority to conduct previously undisclosed attacks on al-Qaida in Syria and Pakistan since 2004, The New York Times said.
Citing senior U.S. officials, the newspaper said the military operations, usually conducted by Special Operations forces, were authorized under a classified order signed in early 2004 by Defense Secretary Donald Rumsfeld and approved by President George W. Bush.

Two distinct groups are emerging in the Army with quite different views on the nature of future wars the U.S. is likely to fight and the decisions the service should make about future force structure and weapons. The first group is the Title 10 side that urges the Army to embrace the troubled Future Combat Systems program and new operational concepts built around dominant battlefield intelligence. The other side is represented by officers returning from Iraq and Afghanistan who think future wars will resemble the messy reality of the current ones.

The American Civil Liberties Union demanded information from the government about reports that an active military unit has been deployed inside the U.S. to help with “civil unrest” and “crowd control” – matters traditionally handled by civilian authorities. This deployment jeopardizes the longstanding separation between civilian and military government, and the public has a right to know where and why the unit has been deployed.

LOS ANGELES – Here’s a mind-bending idea: The U.S. military is paying scientists to study ways to read people’s thoughts. The hope is that the research could someday lead to a gadget capable of translating the thoughts of Soldiers who suffered brain injuries in combat or even stroke patients in hospitals.
But the research also raises concerns that such mind-reading technology could be used to interrogate the enemy.
Armed with a $4 million grant from the Army, scientists are studying brain signals to try to decipher what a person is thinking and to whom the person wants to direct the message.
The project is a collaboration among researchers at the University of California, Irvine; Carnegie Mellon University; and the University of Maryland.

Pakistan’s military information office said on Saturday that the clashes had so far left 45 pro-Taliban fighters and 11 soldiers dead.
The resurgence of unrest in the mountainous Swat region, 140km from the capital Islamabad, comes despite a May peace deal reached by the fighters with the government.
